Unfortunately I will not now be able to attend the meeting at end of Jan as I had planned on it being mid Feb as was originally suggested.

I would suggest you nominate your President or VP as proxy or someone you know is going but ensure you send any form, copied or original directly to Housing, not your nominated proxy.

Hi All,

We just received notice of the next meeting of the Urban Conservation Entity, and believe it or not it is Saturday the 30th of January, yes one week today. We can go because we live here, but again such short notice so would not expect a big turn out. This is the Entity that wants to charge us another 600€ per year and they give us one weeks notice. At the last meeting we asked for mid to late Feb.

Received our registered post, which has to be signed for yesterday, so if not around when postman calls others will have to wait longer despite being sent by Housing on 18th/19th after my first posting.

Despite repeated comments about notice, Housing keep reminding me that Law in Spain allows for 10 days notice of meetings.

Point to note Mike that is is "our Entidad" not "the Entidad" that will have to be charging us 600 euros pa. I accept we all knew this would be the case but I just hope those elected to the Board have had time to look at proper coeeficients etc. Still unclear why developer only pays 25% for unbuilt areas of Phase 4&5 and no mention of  who if anyone pays for hotel/commercial centre land.

Amazing to read in the minutes of AGM which were not enclosed, just how many properties especially Villas that are still owned by Roda and it is to be hoped that more than 20% of owners actually pass on their proxies this time, surely they all want a say in something so important.

We have just completed on phase 3a property and are new to the community. We have just received our 6 month community fees which seem quite high given that last years expenditure was less than the income generated but I guess this will reflect in next half of years fees! We also received the notice for the entity which you talk of below and we are unclear as to what this charge is for. For instance does the entity expect residents to pay for the upkeep of the sports facilities and roads etc as I don't feel this is fair given that we are charged to use the sports courts and the public also use the resort, surely the town council should be responsible for some of the cost.

Would our rubbish collection be included in this fee instead of being billed by the council individually. There have been posts on here suggesting that the public can use the grounds as they please so will this now be stopped if we are able to govern maintenance services.

We too received our notification yesterday, having fully intended to go to the meeting  it's impossible to drop everything and fly out at such short notice.   Mike says "they" give us one week's notice, but I'm not exactly sure who made the decision.  It may be legal to provide only 10 days notice, but surely this can't be the best way to get the management of Roda on a sound footing.  I would imagine very few non Spanish/non-residents will be able to attend, which doesn't make for a very representative meeting.   We will have to give our proxy again and I'm very conscious that a small number of people will carry a lot of responsibility for the whole resort , which doesn't seem fair to either those who carry the proxies, or those who can't go.

As you say hugh_man, for some reason the minutes of the last meeting weren't enclosed, having seen a copy anyway, like you I am staggered at the number of properties still owned by Roda.

It is assumably the new board who called this meeting and not the town hall or the developer...or anyone else for this matter.

Given that it is minuted that the next meeting would be the 2nd fortnight in Feb I am already having my doubts as to the ability of the appointed board! (no wish to offend!!)  Should the info not also include the new proposed budget & the other items they were asked to research?  I acknowledge that I did receive a proxy form but in all honesty don't see what is is we are voting for this time so don't really see how I can advise my proxy of my wishes.

As far as I know, the board would have wanted as long as possible to get cheaper quotes, it just seems we are being bamboozled again....................surprise surprise!!!!

i am glad im not the only one who doesnt fully understand exactly what this meeting is for.

maybe some of you will think im daft that i dont know the details, but it seems that i get more information from this website than i do from anyone in roda, the comitee or calidona !

it seems the only information i get is short notice for egm letters and bills.

it would be great if someone could post in plain english what services we pay for and to whom.

maybe it will all become clear after this meeting???? doubt it.

As I undersrtand matters, this meeting is to approve budgets, quotes, suppliers, the appointment of the board, the appointment of administrators.

All Phase 1 and 2 owners - if you can't go, please ensure that you send your proxy vote in to the administrators or the President or VP of your Phase.  Phase 1 owners - if you haven't received a copy of the documentation or proxy forms then please pm me with an email address and I will be glad to send you a copy.

As Sandra says the meeting is to elect a President and Vice President and speakers for the General Entidad which is the whole Roda community. The General Entidad will take over payment of all of the main bills of the community ie the communal bills for things like security, rubbish collection, communal water and gardening etc. Up until now the entire budget has been paid by Calidona and it is vital that there is no "lag time" in the services whilst we are changing the contracts from Calidona to the new General Entidad as this could have serious consequences for all of our properties and investment. 

The budget initially proposed was almost 1,000,000euro and so the election of people who know what they are doing, understand budgets and who are of the highest integrity is essential. These people will be negotiating on your behalf and mine and administering a very hefty budget so it is vital that your vote is counted.

I am living full time on Roda and will be attending the meeting on Saturday. I served for two years as President of Phase 1 Apartments, currently serve as Auditor for Phase 1 apartments and will be very happy to take any Proxy Votes if you wish to PM me I will give you my personal email address and a copy of the form which you will need to fax or scan to Housing Comunidades.

I will be voting for a committee who will take on themselves to reduce the initial budget which we were presented with, without any compromise on the level of service  which we currently have from our providers, I will also be proposing that the new General Entidad work to have the security barrier reinstated now that we, the owners, are running the resort (we were told that until we had the General Entidad formed we could not secure this from the Council) and that the suppliers which we use are established firms with a proven track record and a sound financial balance sheet, which will ensure that there is no  potential for us to find ourselves suddenly without rubbish collection, security or something else. In short my aim in voting is to ensure that we have a General Entidad run by people who preferably live here for at least some of the year and who are 100% committed to the success of our resort.    

Please PM me for any further information and please encourage all owners to pass on their Proxy Vote to someone who has your/their interests at heart.

Thanks for the clarification Moira and Sandra. I have sent you a PM Moira and will be nominating you to vote for me. I agree with the comments about the budget and the security barrier and would be very concerned if there was any period in which there was no rubbish collection or security so hopefully this will be urgently addressed. Rubbish collection is fundamental to all of our properties and the day to day running of the resort. Without it we would be compromising all of our investment.  

I know that the time has passed for asking a question but why would anyone have agreed to a temporary committee as we now are in a position when the contracts are up at the end of January and we are right up against the clock on the permanent committee?  Rhetorical question but I am very frustrated that I did not recognise the significance of the issue at the first meeting and did not pass on my Proxy vote.

Minutes of the AGM and budget proposals are all on there.

I think the biggest problem at the AGM and why the majority voted for a temporary board was the fact that not enough information was available at a rather rushed meeting and no time to get answers to the many questions arising.

It was hoped that Roda may be sensible and continue paying the fees, with a later pay back, whilst the committee had a chance to look closely at a 1 million euro business and seek outside professional advice where necessary.

How many people do you know would take on that responsibility, unpaid, on behalf of 1200 owners without some good advice and due diligence.

It is an onerous responsibility for those onsite to take on and I believe it was right to take a step back and check the facts. had Roda been a little more understanding and work with owners rather than rushing things through things may have been different.

It is to be hoped that they have now had a chance to check things through before signing away an agreement that binds all of us for a very long time.

I have nothing but admiration for those volunteering to take on roles in seeing this through.

hi ive been out of the picture for along time due to my husbands death [although still paying all of the fees that needed paying] or so I thought .

what exactly is this meeting on sat about?

what are we already paying for? I understood that we were already paying for all that we should be on roda.

so please can anybody help me and explain because I rang a friend living on roda when I recieved the letter about the meeting and she doesent seem to have any idear either.

Sorry to hear your news.

I would suggest you take time to read many of the previous postings on this thread and look at the website I posted earlier.

Very simply, we are all part of various communities at Roda and are paying fees to provide services covering our own communities such as lift maintenance, gardening, pool maintenance, cleaning of communal areas, car parks plus admin fees and utility charges for each community.

it was always in place that all communities together with the Town Hall would form an Entidad as is normal in Spain, the Entidad will have to pay for resort security, rubbish collection, road cleaning and other services provided by the local town hall as well as road lighting and general utility fees.

So far Calidona have been paying all these Entidad fees on our behalf but have decreed the owners should now take on this responsibility and have organised meetings to this end.

The proposed 1 million euro budget means that the costs will average something like 60 euros per month for each of the 1200 built properties.

As with communities, the Entidad requires commited volunteers prepared to give time on our behalf to ensure things run as smoothly as possible and it is for this reason that recent meetings have been taking place.

In essence Roda/Calidona and their paid employees will now longer have much say or influence in the resort as it is the owners along with the Town Hall who will make all future decisions so those volunteering are taking on great responsibility on all our behalfs. All future comments or complaints will go through communities and the Entidad so it is down to the owners to run our own affairs.

I have been reading this thread with interest and trying to keep up with all the various comments. I own an apartment on Phase 1 and the formation of the General Entidad was something we budgeted for in our first year AGM and then in Year 2 because it was not formed we took the money back out of the budget which reduced the community fees for everyone in our Phase. We have been warned by the administrators at each AGM that the General Entidad would be formed when the resort was mostly built and although the timing of the meeting to set up the General Entidad was not good for most of us in Christmas week, most owners knew that this would happen at some stage.

The important thing now is to ensure that we are represented by people who are prepared to ensure that the Resort is run properly and without any interruption in any of the services. Up until now the security services and rubbish collection have just happened and as far as I am aware with no complaints or breakdown in service, so as far as I am concerned it is vital that this continues although in the current climate there is probably scope for some savings on the costs of these services.  

I understand what Hugh Man is saying in that it is an onerous responsibility for those who take on the positions on the committee and I agree with this wholeheartedly. We owe these people a lot of thanks as it is a voluntary job which requires a lot of time and effort on our behalf. We should remember that they have the support and back up of a very experienced team of administrators who have a highly respected and well qualified lawyer on their team so we can rest assured that they will have strong guidance on all aspects of the job they are taking on. (I know that the administrators will have to be elected at the meeting but in speaking to some friends who attended the last meeting in December I understand that the administrators have offered to do this work for no fee so I doubt that the meeting will not appoint them if they are doing the work for nothing.)

I hope that as many people as possible make sure that their vote is counted by passing on their Proxy form to someone they trust. I have sent my Proxy vote to the former President of Phase 1 Apartments Moira as requested in her posting as our new President Peter Beard will not be in attendance.

I would just like to reiterate that I am unable to make the meeting due to the proposed timing change but would also concur that it is vital that all owners ensure they are using their vote by finding a proxy.

Either someone you know who is going and trust or ideally your Community President or VP

Take a look at the minutes of the AGM and check if someone you know is on the temporary board. They will be likely to have had time to look over the proposals.

Moira has offered herself as a proxy and I would remind all Phase 2 owners that Jill Sylvester will be representing all apartment owners who nominate her as proxy.

I agree with LP, we were all aware at various community AGMs and from minutes that we were all going to have to contribute to the Entidad, the only thing I would question is that at a community meeting of Presidents in 2008 the Entidad budget was proposed to be 600,000 euros. I know Phase 3 has been completed and there are more bins to empty but you would have thought that would have been factored in, so a 40% increase in the budget seems a little unreal.

I think LP you will find the extra paid by Phase 1 and 2 owners to cover the Entidad was approx 200 - 300 euros per year NOT the current proposed 700.

There is also no mention of who if anyone pays for the undeveloped hotel and commercial centre sites and it seems very advantageous to Calidona that they only pay 20% of the fees on the undeveloped areas of Phase 4 and 5 leaving a bigger share amongst the 1200 completed owners. Little incentive for Calidona to complete the resort.

No indication of whether the land between Phase 2 and Roda Village, once rumoured to have been given over to council sports facilities will ever be utilised and no indication of the coefficients that each owner will be expected to contribute.

Surely it would be common sense and good business when asking owners to take on a million euro business to provide much of this information in advance as well as giving the  new board sufficient time to prepare.

Once again, great resort, but why oh why do Calidona continue to alienate the owners instead of working with them.

I notice from the Corvera Forum that the first meeting of the Entidad has been proposed even before the communities have been set up, owners seem totally confused by lack of information and explanation.
