You will need a small phillips screwdriver to remove the two grub screws which holds the drain cover down, which is generally in the centre of the floor tiles.
Put your hand inside and you should pick out bits of cement, grouting etc.... which will stop the flow of rain water from draining as we found out just by washing the terrace in the summer e.g. flooded and very slow to disperse.
