beware of trying to get out of a mess in spain

The good news is that we should now get proper Biffa type rubbish bins scattered around the community , as the water companies here are also in charge of rubbish collection The bad news is ( There's ALWAYS a downside , isn't there !!!!! ) that we will all now have to start paying for standing charges plus usage . Someone also said some time back that we would also have to pay for the cost of the meter instalation ie. about 170 Euros , similar to the elect. charges earlier in the year.
