We had a gate made for the stairs to the sun roof it wasn't that expensive, perhaps that might be an option.

Dont know if the stair gate issue has been resolved ... BUT .... l have found them in Leroy Merlin .(large DIY shop like B&Q) .
l am pretty sure they have outlets on the Costa Blanca.
The stairgates were not very expensive and there were several differing models to choose from
