Hand over soon

I live on urbanization with 2 phases the first phase is due to be handed over very soon.

The rumour has it that the Ayuntamiento will adopt the urbanization, having responsibility for roads, lights, sewage plant green areas etc , this to my knowledge is out of the ordinary and of course will help us of not paying a lot in community charges.

As there are different interpretations of escrituras on the phase it looks like we will have different committees and a different President for each

Has anybody come up against this before, and if so what good and bad points of the Ayuntamiento having so much control and does different committees bring up any problems, the urb has public roads through it apart from cull de sacs where it states in our escrituras are private roads and will be the responsibility of those owners living on them
