This was the reply given on the thread "swimming pool regulations in spain"
The reply was given by Maria de Castro who is a lawyer.
Regulations regarding the need of a lifeguard in a pool are regional. If your development is in Andalucia:
LIFEGUARDS for ANDALUCIA POOLS
Every collective use pool with a water surface greater than 200m2 must have lifeguard services. The lifeguards must have the official certificate for life guarding. The number of lifeguards will be required as follows:
A) One lifeguard for pools from 200 to 500 m2 of water surface.
b) Two lifeguards for pools from 500 to 1000 m2 of water surface.
c) For pools bigger than 1000 m2 of water surface, one lifeguard will be added for every vessel or 500 m2 of water surface
Regardless what is stated above, if the separation between pools does not allow an efficient watchfulness, a lifeguard will be required for each pool as a minimum.

It depends on what Autonomous Community ( region) you are in Spain.
For Andalucia:

FOR VALENCIAN REGION:
Artículo treinta y cinco
1. Toda piscina de uso colectivo cuya superficie de lámina de agua esté comprendida entre 200 y 500 m2, deberá contar al menos con un socorrista con el conocimiento suficiente en materia de salvamento acuático y prestación de primeros auxilios, y con titulación adecuada expedida o reconocida por un organismo o institución oficial. ONE LIFEGUARD FOR POOLS 200-500 M2
2. La piscina entre 500 y 1000 m2 de lámina de agua deberá tener al menos dos socorristas. TWO LIFEGUARDS FOR POOLS 500-1000 M2
La Consellería de Medio Ambiente indicará en cada caso el número de socorristas que deben tener las piscinas de más de 1000 m2 de lámina de agua. IF MORE THAN 1000 M2, NUMBER OF LIFEGUARDS WILL BE DETERMINED BY THE VALENCIAN GOVERNMENT.
