starting up stables in spain

Hi,  this is proberbly a long shot but here is the situation............... I am renting some stables and am trying to find out what I need to do to run it as a livery yard and classes for beginners and hacks out. I have been told that i need to register with the town hall and get a licence for activity?? does anyone know what this is?? and if this is right.

here are a few points that i am trying to get to the bottom of :

1, not sure if the property and stables are legal, have copy of escurtor and is all detailed on it, but have been told that this does not mean it is legal.

2, I paid a solicitor to do the contracts and check that all is ok for a business, and also payed for the contract to be registered, which he charged me 350 euros for on top of his 400 fee and i think it only cost about 50 euros for it to be registered?? (which is another story)

so if anyone knows what i need to do i would be grateful, and how i stand with the owner with the contract and the solictor as they knew what my intentions for the stables were.

do know that you will need an OCA code for the property that says legaly you are allowed to have horses there, and become self employed and get insurance thats just what i would think. do not know what OCA stands for and belive that you need find the office in your area as ours is in cartama. the best advice i can give is maybe visit other stables in different area so that dont mind telling you the corect info as you will not be rivals to them. regards steve equestrian direct alhaurin el grande sellers of best flax bedding.

sorry i do not know just understand my wife goes there when needs register horses at adress as the need have green card not much help sorry.
