Lapsed planning permission

Granada region  small town.  Anyone know law regarding lapsed planning permission. 2004 I had architect plans and planning permission for a house, built on the footprint of existing ruin granted.  Cost almost 10000 euros.  Circumstances meant couldn't go forward.  Question is, I presume permission has now lapsed, how easy and expensive is it to get it reinstated.  It is just outside a very pretty town, beautiful views, around 11000 sq. m. has electricity, and a well and a few houses dotted around.   Circumstances mean now looking to sell.  Am I right in thinking, similar to uk, selling with pp in place would make it much more desirable
