Has the safe ever worked?. Sounds as if you might have been given the wrong keys for the safe. If you were given the product information on the safe when you bought the apartment, Google the company name for a telephone number and then phone them up. I needed to do this on another problem a couple of years ago and they were quite helpfull. They also will have an agent that covers Duquesa if all else fails, although obviously they would charge a call out fee.
