is the internet download speed in the apartments generally enough to support Internet tv? I did a speed test which showed just over 3 Mbps. Would that be sufficient?

Contact Mileniun. You should be getting 10meg or just under as per the contract with Cable Murcia

3 Mbps would be sufficient for standard defination internet TV, I checked my speed last year and was getting about the same speed as you.
