The problem with the Guardia Civil is that it's a self financing paramilitary organization and their revenue comes almost entirely from issuing fines.
This arrangement also helped Spain keep up the facade of being the poor man of Europe for so long because like so many other dodgy income streams the government has this money was never declared to the EU as part of the governments income and probably still isn't.
Until everyone in the EU starts playing by the same rules the corruption in Brussels will never stop.
