By now there are a lot of forum members (and others as well) who moved in at Don Juan I. The work at Phase III is stopped since june or maybe earlier. Nothing has been done since. The official, but vague, statement is that there is a problem over permits, but I strongly suspect that the real problem is money.
The extra delay of the license for DJ I has strained the developers budget to the limits. I actually hope this to be true as money is coming in now and then they can resume building.
