I  am fed up with getting no information from  the developers  so have just spent  today reading my book called YOU AND THE LAW IN SPAIN      edition   2006/2007      so hear are some answers
  1     no matter what delivery date you were given if the licence is delayed  for what ever reason by the town hall then under spanish law the builder can claim this as the excuse for late delivery  if you decide you want your money back you will only get what you paid and not what the property is worth today     2  by  law the information offerd in any advertising material forms  part of the contract  so if it says property  gardens free pools.  tennis  .golf  and club house ect and these are not provided you can take action against the seller  3 under spanish law the developer is responsible for any finishing defects for one year any minor defects in the apartment for three years and structural during the first ten years  hope this is of some use to all
