fencing around Al Kasar water Feature

I was aware when at CDA last some posts going in around water feature. Can I assume a fence of some sort has been erected. If so wonder what it looks like (Good or Bad) and wondered who has financed this and for what purpose???

 the fence consists of two ropes around the pool connected by posts it was erected as a safety issue and was paid for by the owners of Al Kasar i.e. Polaris World or whoever owns it. It was not paid from Community Funds.

 And there is a pic of it on the official official website under the documents bit ............. states ''cordoned off for security reasons'' suspect they mean 'safety' rather than 'security'
