Has anyone used or know of a good plumber they can recommend that maybe lives at  or near condado

Its a toilet that could possibly need repairing, it is flushing constantly,  PW will not repair as I completed 18mths ago but have only used the aprartment for 7 weeks in that time!!!  lol
