We have owned a property in Playa Flamenca for over 6 years and although we have not spent much time in the apartment we have been charged varying amounts for water and electricity. I have taken into account the times when we have been down but have been told by our solicitors that the utility companies will refund us any amount over paid. Six years on there is still no sign of any refund. Can anyone tell me if this is the norm ??
