does the car have to be insured to whoever its registered to or can another driver insure it? thanks for your help

The car has to be insured by the owner as they have the insured interest and liability just like the UK but in Spain any driver over 25 can drive it 3rd party only and they do not need to be named on the insurance so long as they have ID and the insurance papers in the car. You would need to check the policy details as to what would happen in the event of a third party accident.
