STOP PRESS re completion & habitation certificates ! 2nd July 2007

"A law came into force today , 2nd July 2007, which says that notaries cannot sign deeds on new homes without the habitacion certificate. This means that clients will have to wait before moving in. The certicate allows for connection of the power and water services. So more clients will be forced to hand over cash for the keys if they are desperate to move in, without the deeds being signed or the house being registered in their name, as these certificates are rarely ready when the houses are completed."

I saw this posted in another forum & I PM'd the poster for any further details, including where she found this out.

She's just sent me this."My Spanish lawyer in London informed me of this yesterday. He is very experienced and reads all the new law information".

Hi, we were told this last December by our lawyer ie that you cannot complete, get your mortgage or indeed do anything until the first occupancy licence is granted.
