urbanisation rights

 can the communtity decide to enhance the community to the detriment  of an individual owner

 I would need more specific information

 Our urbanisation is made up of 35 houses most with a garden, we chose one of 2 houses without a garden because we spend time at our daughters, The urbanisation voted (against my vote) to supply community water to all private gardens, since this happened our communtity water costs have nearly doubled up to Euros 9000 this year from less that euros 5000 4 years ago is this something I have to bear the cost for?.
