I agree, all members should have all available methods to vote.
But, if a vote has been taken NOT to allow faxing, then the Presidente cannot just change that rule on a whim
It should be re-voted upon at a future AGM by the Community and re-instated if a positive vote is forthcoming
People can post their vote, so those that can't scan/e-mail, still have that option, so they are not at a disadvantage at all.
It's not being "picky" it's, no different to if the Presidente changed ANY rule that he/she fancied!
