We are buying in the front "gap" and are expecting to complete in January. I have been ringing around for quotes for buildings and contents insurance and 2 companies have told me that the buildings insurance is covered by the community charge. Can somebody confirm this?

You need to cover your own apartment for Buildings Insurance and Contents.  The community charge only covers communal areas.

If you have a mortgage they will definately require Buildings Insurance
