rezoning of Commercial Property to Residental use

 Hi There

Does anyone know if an owner can build residential apartments on a commercial property in Spain without it being rezoned first.

Also if the some of the Bloque Owners gave their agreement in May 2007 and there was not an uninamous vote for changing a storage area into 6 separate apartments of 50 sq metres  each at a special EGM held in March 2007,can the Owner go ahead  now in December  2012,with Construction with only a  Town Council Building  Licence on hand.Also our Urbanization  was declared a “Zona Protegida” (Listed Building status)  some years ago.
