Let me answer your question:
It is not necessary a tourist Licence in order to rent out your apartment in Manilva.
The Andalucia Government, currently, has not approved this regulations.
Bear in mind that the tourist apartment or apart-hotel have other rules ( but this is not your case ). Also each Community in Spain has a different regulation. If you are purchasing in other place in Spain the Government could request the said licence.
