Hi there, I have consulted my lawyer, regarding the Habitation Licence, the following is her answer:  

                                      

                                       By law in  Spainnew  properties    
                                       should be issued with a HC by      
                                       developers.                        
                                                                          
                                       Once the property is  complete, the
                                       builder provides the Town Hall with
                                       the necessary documents  (final    
                                       certificate from the architect,    
                                       electric bulletin, water bulletin, 
                                       among others) to issue the HC. Is  
                                       the Town Hall who grants that      
                                       certificate. Some times the Town   
                                       Hall takes a little longer to issue
                                       that  certificate due to its       
                                       internal organization system (they 
                                       might have just  one person to deal
                                       with all those documents..)        
                                                                          
                                       This doesn't mean the  builder     
                                       doesn't fulfil its obligations.    
                                       That certificate is necessary to   
                                       contract the water and the electric
                                       supplies, so until it's granted,   
                                       the  builder will provide the      
                                       property with those supplies. The  
                                       use of it could  generate an       
                                       invoice.                           
                                                                          
                                       If the completion  term comes and  
                                       the HC is not granted, you will    
                                       have the right to refuse to  sign  
                                       the deeds until they can  provide 
                                       you with it.

Hi Darren,
Sorry for the mistake, the 47 developments are in Murcia, you can check it from http://www.cloudninemarbella.com/testimonials.asp.
When I presented this to the sales team in Smart Investor Services, I was assured how unique the development in Jumilla is, but then again they are the representative of the builder, now I found out the weather is not as nice as expected.
What does S.I.S. mean by the way?

Hi there, my name is Sue, new to this site and overseas investment. I have reserved a Malva plot 132, through Smart Investor Services in UK. Not visiting the site yet.
With some 40 golf developments in Jumilla, and all this delay from SJ, I have a second thought to go ahead with it. Is there anyone who bought Malva or intend to buy, can give me some more information. Many thanks.
