I have just spoken to my Spanish Lawyer who confirmed that this certificate is required by my bank  as I am a non-resident (I would not have known if I had not seen this thread) so thank you for posting it.  The Lawyer says the bank account may be frozen after 15 September until they get this certificate - She says it will take about 10 days to obtain and 120 Euros.

Has anyone tried to change their spanish bank and have you encountered any problems or extra charges for doing so.  I am unhappy with my present (well known) bank and am trying to transfer my account and utility direct debit.  I would appreciate any advice/tips on the best way to do this.  Please send me a PM.
