Hi there,

It is mandatory in Spain for every business to have a book of complaint sheets "hoja de reclamaciones", where customer can fill out any complain they have against the company, a problem with a service or poor customer service, which is the matter here.

Any company does not like getting "hoja de reclamaciones" fill out because they have to be shown to public inspection services when they go to companies to inspect their services.

So, I am sure if you mention this, and by law, they have to give it to you, they will start to listen very carefully to your problem.

The "valor catastral" does not normally change, I think. I´ve been getting the same value for my house for the last 6 years.

it is fix by the Council, and it is the value of the land plus the construction but also, they take into consideration the services in the area (i..e. schools, hospitals, etc,). Normally, we say in Spain, it is approximately  half the value in the market for that house (which I am not sure if this is really true)

The Valor Catastral for my 3 bedroom apartment is:

v. suelo (land value): 18.317€  v.construc. (value of the construction): 26.561€ euros equals 44.878

The annual IBI fee for 2010 was 103,79 €

I got my aircon installed by a company in Fuente Alamo called Marin Diaz Climatizaciones. The price was 700 euros per one unit in the salon, more than enough for me to cool the whole apartment keeping the doors open (considering the price of electricity in Spain)

My advise is to look for a company which is as close as posible to Condado around Murcia area. I heard about a company  from Alicante o Valencia which is to come and installed aircon in condado as they get paid, but them they do not bother to come back if you have a problem because they are far away.
