 I am thinking of making an alteration to my apartment but am receiving some quite strange advice on how to proceed.

Basically I am told I should go ahead with the work and then expect a fine from the Town Hall.

I assume there must be a legal way to proceed that will satisfy the Community Committee and the Town Hall that will not result in a fine.

Does anyone have any information about the correct way to proceed with this?
