Does the absence of a Habitation Licence mean the people advertising properties for sale on Phase 4 can't complete the sale till the Licence is granted?

Has anyone also noticed that Andalucian Dream Homes has approx 30 apartments for sale including 8 or 9 on phase 4? If the Habitation Licences are not ready to issue, how can these apartments be sold?
