We have recently returned from El Soto and can tell you that they have started to errect satelite dishes on phase 2.  We have also been speaking to someone who is hoping to complete the first week in March.

Phase 2 owners we understand will not have to contibute to the  phase 1 security bill.  As they will be set up as two separate communities.  I think you will find Mike Mansi will confirm this.
