That's difficult to answe: for instance, our community on Phase II consists of three 'blocks' of around 12 houses each block, with each block having its own community pool. Looking at some of the Entidad minutes, those name at least 8 communities, but I'm sure there are more.

I believe initially it was just the one company administrating the different communities. However, other companies decided to bid for the business and made representations to various community presidents. The result was that some communities decided to use other companies. Our community decided to stick with the original administrators whose representatives are in the offices in the Spanish Village (though they may work for the other companies as well - I'm not sure about that).

I had the same issue. Eventually after several fruitless trips to the local office in Cartagena - arriving early, queing up (no appointments given) - I discovered that the only place it could be changed was at the office at which it was issued in the first place. That happened to be the Consulate in London. Once I discovered that I managed to make contact with someone there, who eventually sent me the relevant form to complete (in duplicate, naturally!). I went down to London, paid (I think) £7.50 and it took about 10 minutes. And yes, it's because in Spain you don't change your name on marrige, but because I did and I changed my passport into my married name when it expired, I was told I had to get the NIE changed in order to pay my non-resident taxes (though i queried whether the authorities would have refused to take my money because I paid in my maiden name).

Have a look at the Town Hall website - the site won't allow me to post the link! So just search for Ayuntamiento Fuente Alamo.  There's a section labelled 'Town Hall' and that contains a sub page with phone numbers and addresses.  On that page is an email link for contact on revenue matters.

In the past I've used Google Translate to ask a question via this website - don't try asking in English. I guess you could give them your address at Hacienda and ask if you can set up a direct debit to pay the IBI. When we set ours up I queued to pay our IBI and then asked the official if it could be paid in future by direct debit. He took our bank details, and ever since then it's worked fine by DD every year.

I doubt very much whether there would be any problems with this.  Some of the villas on phase 4 have fences at least two meters high surrounding the garden - so go ahead and make sure your pets are safe.
