I had the same issue. Eventually after several fruitless trips to the local office in Cartagena - arriving early, queing up (no appointments given) - I discovered that the only place it could be changed was at the office at which it was issued in the first place. That happened to be the Consulate in London. Once I discovered that I managed to make contact with someone there, who eventually sent me the relevant form to complete (in duplicate, naturally!). I went down to London, paid (I think) £7.50 and it took about 10 minutes. And yes, it's because in Spain you don't change your name on marrige, but because I did and I changed my passport into my married name when it expired, I was told I had to get the NIE changed in order to pay my non-resident taxes (though i queried whether the authorities would have refused to take my money because I paid in my maiden name).

Depends which community - but reckon on around 2000 euro per annum.  If its a large plot you need to factor in the local 'council tax' (IBI).  Even for small houses on the develoment it comes it at around 700  euro a year.  Water and electric costs now have quite hefty standing charges, so even if you're not there you'll find you get charged around 40 euro a quarter for each of these.  Then there's the tax for owning a home in Spain (assuming your main residence is in the UK).  Be aware that this tax is per person, not per property, so if there are joint owners they each get charged.  Even with all of that it's still a beautiful place and even during the worst of the recession it's been regularly maintained so that it looks good.

You could try Al Andalus who operate at Murcia and at Alicante.  They work on a 'full to full' tank of petrol basis so you don't have to pay at the airport for petrol you may never use.  Also, you fill in all your details on their booking form before you go, so one of their representatives meets you at the airport with your car, hands you the keys and off you go (no queuing).  We have used them for some years now and have always been happy with the service.  They're a small company and I believe much of their business comes from personal recommendation, so the 'tricks' pulled by some of the big firms are not practiced by them (or at least, I have never heard of any dubious practice on their part).  They have a website so just Google them.

I've just spoken to the Spanish Consulate in London where my NIE was issued - and they told me the piece of paper itself is only ever valid for 3 months, although the number is with you for life.  The Consulate say the only time you need a renewed certificate is for a large purchase (house or car) so I guess that's why you're being asked for one now.  If you're a non-resident you should just be able to go to the nearest NIE-issuing police station and ask them to print you off a replacement certificate.  Alternatively, if yours was issued by the Consulate in the UK and it's more convenient, you can go there (Draycott Place, SW3)  Monday - Friday 9.30 to 1.30 and they'll issue one for a charge of £7.55.  I'll be going to London, having spent 5 hours at a police station in Cartagena and retreated, still without the required certificate!

Many thanks for the replies and helpful comments.  From what you all say it does seem that this is just an unnecessary piece of bureacracy.  I hope that the single fact that I pay my taxes without prompting will suffice!
