My husband and I moved into our apartment 4 weeks ago and we have had electricity the entire time. This was arranged by our solicitor, in conjunction with the developer and the electricity board and we did not pay any extra fees. Water was more of a problem, this took several days so you should be aware of that - again our solicitor arranged this for us and we were told you cannot actually have the water switched on until you have completed because they require the deeds of the property. The deeds have to be in your name (rather than the developer's) and, in our case, the solicitor holds the deeds which meant the only way to get the water switched on was through the solicitor which takes a few days once you have completed on the property - but again there were no extra fees. I guess it might be that we paid up front for these things without realising it.
Also, you may already know this, but there are no light fittings other than in the bathrooms so it is not possible to just stick up lightbulbs. Literally, there are just wires hanging out of the ceiling. Apparently this is normal for new builds in Spain.
Other than that, we've also been extremely pleased with our new apartment, everything works and the finish is very impressive.
