The Real Academia Española celebrated its 300th birthday almost a year ago, in August 13, 2013. It was established in 1713. Castilian Spanish has got to be the most accurate language on the planet, IMHO. There is a rule for everything. I consider Castilian the most current version of Latin.

BTW, I've just finished a (free) MOOC class through MiriadaX.net. This class was Castilian Spanish A2. It was 6 weeks long and hosted by the University of Salamanca. Check it out! https://www.miriadax.net/ (The symbol [o-o] on the button I used to place that link here is called an eslabón! [Impress your friends with that!])

Yes, that is right, this has nothing to do with government policies.

I found a French site called Fnac.es. I can order the book there and have it shipped anywhere in the world. The cost to ship the 19,95€ book to the USA is 32,33€. :-( Maybe that is why the original company didn't even try to do worldwide shipping. I would invest in downloads to Kindles, et.al. BTW, the book is called "Conditionals, No Problem" by Richard Vaughan; he can be found on YouTube.

First, Spain never gave me a one-year retirement visa.

Now, I'm trying to order a book and the company cannot accept non-Spanish credit cards, plus they cannot ship to addresses outside Spain.

To improve their economy they should fix these problems.

Hola. Try milanuncios.com and segundamano.es. I bought an electric guitar and a desktop computer while in Málaga (capital), then sold them just before I left. It amounted to renting each for 3 months for 10€ apiece. It helps if you speak the language.

My apologies too for moving the spotlight to the USA. My intention was to show an option for Spain to stay with the current system. So back to Spain.

When I visited Malaga during Summer 2011, I bought health insurance. It cost me (then 63 years old) $160/month. Fortunately I didn't have to use it. My Medicare health care benefit here in the US (now that I'm 65) costs me $225/month.

Spain should enforce a requirement that all (non-EU citizens) foreigners have insurance. That would lower some of the burden the system has to carry currently.
