Just following through the logic here:

  • When you buy a house, you have a right to say who lives in it? (Just so long as any restrictive covenants in the deeds / esritura are observed.) A homeowner can rent their home out to whomever they like for whatever price they like. For example, they could invite friends and family to come and stay for free, even. Many people even bought their houses on the estate with the express idea of renting the homes out to others. There is no system in place to vet the background of residents, guests or tenants staying or living in the houses on the estate.
  • Any full-time, legal resident in Spain has equal rights to healthcare, education, etc. as any other? (Subject to prevailing system and rules of social security payments, etc.)
  • Calloway One S.L. bought the golf course and 650 homes from the builder in a deal in summer 2012.

Taking the above points as undeniable facts, then the following seems a reasonable conclusion:

  • Subject to any restrictive covenants in the deal of purchase from the builder, Calloway One can do whatever they want with their property.

Following on:

  • It seems that the only way that the existing 450 homeowners could have the right to vet the background of the families to be housed in some of the currently empty 650 homes would be if the 450 owners were to purchase the remaining 650 homes. This seems the only way to maintain exclusivity.
  • The new tenants would presumably have the same rights to medical and education services as any other residents, be they Spanish families, retired British, expat British families, or whoever.

Perhaps the only aspect that remains to complain to the new majority owner about is compliance with whatever covenants were conctracted when they bought from the builders. Has anybody seen that contract / escritura?

It does appear to be true - the La Verdad article on 29 March shows Antonio Rizo, the owner of the golf course and all unsold homes, and quotes him on his plans to make 150 of the currently unsold homes available for social housing for long-term unemployed, those evicted from their houses for defaulting on mortgages, etc.

The new owner of Corvera Golf (Callaway One S.L., basically Antonio Hipólito Rizo Ordóñez) is clearly a very socially-minded person, perhaps from previous Rothschild career. This can be seen as a very positive move where the current non-Spanish residents can look forward to lots of new opportunities such as learning foreign languages (Spanish and probably others spoken by fellow immigrants to Spain) as well as integration with a broader section of Spanish society.

Agents offer lower prices than the "residents' discount" for walk-up fees /packages - e.g. costa-blanca-greenfees dot com offer €30 low season for 18 holes whereas the "residents' discounted" fee is €32.  If it's any consolation, this situation is the same across just about every residential golf complex in Spain.

In addition to their new restaurant in Los Arcos, Mikel & Encarni are opening a new bar next week (~12 Dec) in the riding centre just next door to the golf course.  Details of opening hours / days to follow!

I've heard €45 standard walk-up fee peak season, €35 low-season (summer). 2 players + buggy in peak season: around €100. Should be able to knock €5 per player off these by going through an agent.
