There is a confusion here, as there are TWO taxes on your property:

1. The IBI which goes to the local council, this is well knonw, and this is what you are talking about. But there is also a

2. Non-resident property tax that goes to the central tax office!!  (as  am not allowed to post links, not enough post) have a google search! There is plenty of info aboutthis out there.

This 2nd tax the one that many people don't pay........

The electricity should be connected by the provider, ENDESA, once you signed a contract with them.
