is this for council tax I e per s square m eter?

Hi all

Just wondering if any kind soles  out in Spain  are in this situation and how easy difficult it is ? I'm intending to work servicing clients from Spain ..accountancy  and whether anybody is in a similar situation and would be kind enough to offer any advise ?
