 I understand that where Huma have offered to pay the money ( deposits and payments only) back to clients - in the cancellation document , they have included a clause that states " in full and final settlement" which is intended to prevent the client to pursue interest compensation later.

Is this legal?

I hope you are right Jethro but I think Fredees post is more realistic. This is all a political game and we are innocently caught up in the middle. The ruling party are going to play this right up to and through the elections , trying to make opposing mayors look as bad as possible in hope that they can get their own people in. If they dont succeed , they will probably look for other ongoing mud slinging. I doubt if it can go on indefinately as there must be some form of time limit requirement for the approval process ( providing there is nothing to "pick at" in the propsed plan that is!). I know info comes out from Huma and also the Town Hall ,but it is their wish list and unfortunately they are not in the driving seat.
