Necessary Repairs

We own an apartment on the second floor of a 5 storey apartment building. Since January of this year the single lift has been faulty. In that it's ok to call it and go to the ground floor. However inside the lift only the buttons for floors 4 and 5 will function. This means that we have to walk up or down 2 floors. The buttons for floors 1,2 and 3 have been vandalised. My wife and I are both in our mid 80s and are both disabled
at the recent Annual General Meeting it was voted against increasing the Community Charge to provide funding for the repairs. Is there anything that can be done?

Yes, the changes to the Horizontal Law last year (June I think) makes the community give special consideration for the disabled. The community must carry out works that mean the disabled are not disadvantaged. That includes lifts, ramps and disabled parking areas if necessary.
See your administrators and ask them for the new rules.
