Who has water??

We have been living here for 2 years now and are still waiting to get connected to Galasa!! We have all the correct paperwork and have been to the Town Hall and Galasa and have been told that there just isn't anyone in this area getting connected. This of course is a lie!!! Our neighbours - who were getting their water free from the same builder as us for the past 3 years has now been connected.
They are very happy about this and play loud music to celebrate!!
Galasa say they are just not giving out any more contracts - even though we have all got the correct paperwork etc. They tell us we should denounce our builder - which would be a complete waste of time.
