Change community status reclaim vat

We are a community in Marbella of 81 apartments. Is it possible to register the community as a small business and reclaim VAT? To do this would it mean we have to pay VAT on our community fees?
Also we want a water vending machine in our secure pool house. I have emailed 8 or so local vending companies and had no response. I want it FOC with the vending company emptying the machine regularly and insuring in case of pool house damage. can someone help with this?
