Do you mean changeover to yourself from the current owner, or new installation of the services? If the former, it has cost us 600€ to change the water supply, electricity, telephone and communal sewage charge for a finca into our names. The property is in Canjáyar, Almería.

our lawyer in CDS has agreed to set up electricity water and phone he dont take no sh....... from them cowboys if we have to use builder supply he will set it up and pay them for us

I'm constantly amazed at all the posts about builders electric and water. We were on it for several months after moving in, because the FLO had not yet been issued (therefore not possible to contract individual meters). The builder/developer paid for it, never charged any of us a cent for it. After all, we had done them a huge favour by agreeing to complete before getting the FLO. (There was never really any doubt that it would be issued, since the property was not built on new land - just re-developed urban). They had our money in the bank sooner than they were legally entitled to, so it seemed to us the least they could do to provide us with utilities. As soon as the LFO was issued, we had our own contracts set up very quickly.
Having said that, we were only a very small number of properties - I can see why on a large urbanization the builder may feel differently, but then why make people complete without the LFO? Why complete without the LFO, if you are a buyer? _______________________

After having a mild panic reading some posts here I spoke to my laywer last week and asked her what would happen if we are still on builders supply after we move in. She said we would be very lucky indeed as there would be no charge! How can there be such a diverse approach to utilities supply?

Tish, I don't know the answer to that one, but surely the LFO is granted in a timely manner?
I don't think that situation would arise, the builder would push for the LFO in that case!
For interest, our installation costs were:
€75 - Electricity (Iberdrola)
€150 - Water (Aquagest)
BUT be careful!
Our builder charged us for these costs, then our first utility bills showed the charge again!
We had to get a refund from the builder which took ages and we had to produce all sorts of paperwork, including the original Escritura!
Also, our builder DID NOT charge us anything for when we were on builders supply.

Hi Fibby,
My "question" was more of a statement really .
It has been known for developers supply to be cut off with no warning. In and around Marbella there are many problem developments with no LFO's because of "dodgy" building permits and the developments are "under investigation" Until the new powers are elected to the Town hall in May, there will no LFO's. It could take a long long time before many developments are registered as legal.
I realise other areas of Spain do not have this massive corruption problem. In Marbella, it is generally advised not to complete without the LFO.

My God, Fibby, you really should spend a little more time on this forum!!!!! Have you not read all the posts about LFOs? Lucky for you, like us, you got free utilities while waiting for the LFO, but clearly many don't.

In Eye On Spain you will find many previous discussions re: FLO, and the general consensus of opinion and advice is also to never complete without it. In fact, I think that's the title of a whole thread dedicated to the subject! This may sound a little hipocritical, since I completed on a new build without it, but as I said before, I think it's a bit different when the property has been built on land that has previously had residential property built on it - for example in a city centre. That way, there is little chance that the land has been illegally built on. _______________________

Janice, I know about your experience and did not for one minute intend to upset you or anyone else on this sensitive subject. My question was of course rhetoric, and a bit daft really, especially as, like I said, I also completed on a property without the LFO (although I still maintain our circumstances were slightly different due to the nature of the property we were buying). I was merely trying to point out the potential pitfalls to others who may be about to follow in our footsteps, which I suppose is what we're all doing here. If we can help others avoid some of the mistakes we made along the way, then we're doing some good as well as getting things off our chests (which let's face it, makes US feel better!)
I'm waffling now, so I may as well go right off topic, and say, Alan, I just noticed your new avatar, and as a fellow YID am as gutted as you no doubt are about that dreadful referee mistake tonight in Seville, but don't worry, we'll sort it out next week at the Lane 
(Janice, you now have exactly 3 minutes to ask what the Hell I'm talking about!)

We know of small group of houses that have had all supplies from the builder for the last 4 years the project is finished people are asking all the time for the LFO but all they get is its coming soon? this reply is the same now for for over a year he is now asking all the owners for money for electric even though the supply is restricted to each property ,can he do this before he hands out a LFO if he ever gets it from the local Town Hall ,the build was illegal and he tells people all is being sorted out soon? but nobody seems to have all the complete papers if any to say they own anything I think some people have even paid up front for connections to services it would be interesting to know how long this can go on for ,in the past it was pretty normal for the builder to supply these services with no charge but now when they can get away with it they slip these charges in as extras.
