learning the ropes

As a new apartment owner , we are a bit "green behind the gills" and need to find our way around . We want to tap in to the knowledge that the more experienced owners have.

Our apartment is 5 minutes from Murcia airport, and when we hire a car for the week we have to pay for a full tank of petrol..... is there any way round this seemingly new phenomenon, as we may only travel about 100 km in the week , and take the vehicle back with a virtually full tank of petrol for which we do not get reimbursed ?
