Sandiemac you will come under the Orihuela tax office.  The modelo 210 can only be completed online now, the form has changed and stickers are no longer needed.  The amount payable depends on whether your Valor Catastral has increased from the previous year.  I believe your area has the standard 1.020% increase rate.

It was announced at the beginning of last year that changes were being made to the modelo 210 non resident tax form and that as from the 2011 return it will only be available online - paper versions are no longer available to buy from the tax office.  You can pay from UK bank as well now, but if using this option most UK banks will charge you so be careful.

To Smythie and Johnzx - NIE  stands for Numero Identidad Extranjero - Identity number for foriegner.  This is how you identify yourself in Spain with various authorities including the tax office.  If you are of UK nationality you will always be a foriegner in Spain whether you become resident or not, unless you can change your nationality!

From the details you just gave, you do not have digital certification.  You would have gone through the process of going to the tax office to register, after having obtained a code from the FNMET.  That is why the form is not working for you.  You will need to use the other form on the tax office website which can be downloaded and completed without digital certification.

If you obtained digital certification from the tax office it will only allow you to submit your own returns, you cannot do so on behalf of other people.  I have not come across any  tax office offering  English speakers over the phone  I am afraid.   I wonder if you are using the correct form on the website - it is still the old form this year.
