My experience of this is that some banks will do this automatically. I know my old bank did as they charged us about 35-40euros each for the declaration of non residence. I didn't actually have to do anything myself. I have spoken to my new bank about it and they have said that I don't need to worry about it for a year or two.
I would suggest that everyone contacts their bank and see what the procedure is that they use. I think depending on other fomrs of identity registration e.g. NIE etc they can get all of the information they require but I am not 100% sure.
It might be worth everyone posting here what they needed to do to get this as I bet it won't be consistent across all banks. In my opinion Spanish Banks have a license to charge for just about everything, no wonder they are taking over banks in the UK, they have your money, don't pay interest on current account, charge maintenance fees, charge for receiving money charge for sending money I keep expecting to see cashiers in banks wearing masks and holding muskets!! Sorry I am off on a tangent...
It just seems a bit odd to have to be in Spain [e.g. go to a police station] to get a stamp to declare that you don't live in Spain!
