My experience of this is that some banks will do this automatically. I know my old bank did as they charged us about 35-40euros each for the declaration of non residence. I didn't actually have to do anything myself. I have spoken to my new bank about it and they have said that I don't need to worry about it for a year or two.
I would suggest that everyone contacts their bank and see what the procedure is that they use. I think depending on other fomrs of identity registration e.g. NIE etc they can get all of the information they require but I am not 100% sure.
It might be worth everyone posting here what they needed to do to get this as I bet it won't be consistent across all banks. In my opinion Spanish Banks have a license to charge for just about everything, no wonder they are taking over banks in the UK, they have your money, don't pay interest on current account, charge maintenance fees, charge for receiving money charge for sending money I keep expecting to see cashiers in banks wearing masks and holding muskets!! Sorry I am off on a tangent...
It just seems a bit odd to have to be in Spain [e.g. go to a police station] to get a stamp to declare that you don't live in Spain!

I understand your concerns. We were promised an 18 month to two year build schedule and it turned out to be more like 4+ years. There was no communication worth anything during this time as well. Stakeholder engagement is a non existing concept with OVP. Do not rely on OVP for anything, there are still prople on our complex that have not received furniture / aircon etc despite paying for it. I would imagine you are still in for a bit of pain but if you keep pushing you will end up with something that you will enjoy. The views from up there are quite spectacular. Just bear in mind OVP will charge through the nose for anything they supply and it isn't that hard to secure mortgages yourself, aircon, furniture etc. Where you can go around OVP and try an contract the developer yourself to find out what is going on.
Our development is now starting to flourish because the owners are now in control and are pushing hard. The same will, I'm sure be the same for you.

I have an apartment on Manilva Beach but drove up the hill to have a look-see. I am not sure of the state of the build but some of what I saw looked quite advanced. I couldn't really see a lot of activity but it is August and generally there won't be anyone on site in this month, it was very hot. I didn't get out of the car and have a wander. As far as OVP are concerned it is part of their MO to not communicate. I [and everyone else I know] has had exactly the same experience with them.

Just got back on Thursday and there is a single carriageway that is complete up to the site. It is currently blocked off though, probably to stop heavy plant and other building vehicles using it and cutting it up. There is another carriageway but this is just a rough, rocky road. I would imagine this will be finished when the build is near completion and there aren't heavy duty vehicles going up and down.
