We too have had the same probem, in Jardine 1, and thank goodness we have a key holder in our Jardine to help us

We contacted our bank and they asked me to confirm in writing via fax what I required them to do. I assume that the bank must have spoken to someone at Urbaser as the bank rang me back to let me know that there was a connection charge and that Urbaser would not be able to re-connect until after the weekend, The bank has transferred funds to Urbaser which have not been returned that was 4 days ago, still waiting for water to be put back on although this has occurred over the weekend.
Lyn and Ed are keeping an eye on this for us
