Hi all,
I have bought on new phase 2 (old phase 5) and just wanted to share my thoughts. We went out last March and got access to TDLT by asking to view the show apartment. Although progress is good (ie phase 1 handed over and golf course being laid) we were told that the WHOLE SITE would be ready next Summer - which seemed complete BS to me! However, we are encouraged by the apparent start on phase 2 which may mean that this is ready next year (just 4 years after paying our initial deposit). Does anyone have any contacts on phase 1, as am keen to get an idea of community charge and whether a residents association has been formed?

We completed on Phase 1 in February and were concerned that Polaris wanted us to sign a direct debit form for the community charges but would not tell us what the charges would be.  We  then learnt that the community cannot be formed until a percentage of the appartments have been completed, and as we have heard no more we have to assume that Polaris still have not sold enough properties.  We understand that when the community is formed Polaris will have to pay the charges for all the properties that are not complete and that they cannot charge us anything until it is formed.

Hope this helps. I found the idea of phase 2 being completed by this summer to be highly amusing.

Hi

We completed in March. Have had no bills re Community Charge and only very complicated details of the Community association set up by Polaris but have heard nothing from them;however the resort is being looked after very well with regular gardening work and refuse collections

Attended the meeting on Friday.  It was well worth the trip to find out what is going on.  Some highlights:

  • Before we purchased we asked for an estimate of how much our community fees would be, and was told around Euro 100 per month.  Actual figure - ca Euro 170 per month.
  • The community managers noted many problems with the resort, such as no showers or bins around the pools.  The only fully developed area is the area by the show houses.
  • Of 800+ properties on Phase 1 699 have been sold.  200 of these have gone to an investor, who attended the meeting.  They were not prepared to tell us what they are going to do with their apartments
  • Largest charge is Euro250K for the security.  After some discussion it was confirmed this includes the costs of the site, so we are being asked to cover Polaris's costs as well as our own.
  • The Phase 1 President is the Polaris representative, so I'm not too sure how successful we will be in getting these costs reallocated.
  • There is a Euro45K charge for the TV system maintenance. Apparently we get free access to the system once we have purchased a set top box.
  • Once the 300 properties on Phase 2 have been completed, they will share in many of the costs and so the Phase 1 charges should reduce.
  • The community managers have a goal of reducing the charges through more effective contracting.  But they would not commit to a target for these savings.
  • The golf course should now be open by the end of the year.
  • There is no licence for the club house or supermarket, so nether can open yet.  Nor is tehre any movement on the town centre
  • Polaris only has building licences for Phase 1 and Phase 2.  Some people reported that the Island has been put on hold indefinitely, but Polaris would not confirm this.
  • There were many complaints about the short notice for the meeting.  The community managers said that next time we would get around 6 months notice and that the next annual meeting will be in March 2010
  • A proposal was accepted to spread the payment more to help us all out.  So this year we will make three payments and not 2.  Next year we will pay quarterly and not every six months.

Hope this is of interest.

Thanks for the update Steve, it sounds very much like the pain barrier we have been going through on Condado with the originl meeting ending in a total shambles when they finally announced how much they wanted us to pay each month.  I was told 130 euros and after the outcry (must admit the Spanish residents did a fantastic job on our behalf) they are reducing to 88 euros per month. Again we were told that as more residents complete and move in then the fees would reduce but 170 euros a month is a ridiculously high amount.....

I would like to point out that the monthly figure for my (2 bed) apt., from the figures given at the meeting, is about 125€ - still above what I was told 3 years ago but quite a long way from 170€.

Thanks for the feedback from the AGM - sounds like the running costs are c€1.5M pa - and yes €125+ pm was more than I was expecting too at this stage. I guess it will be a long process of constructive input to work these numbers down?

I have spoken with 'Pepa' from Resortalia - it will be 2 -3 weeks before the minutes are sent out, I asked her to consider publishing the building obligations (what you can and cannot fit to your property) the Services Schedule (pool cleaning / gardening etc) and the list of items currently being handled with PW. In terms of the process of raising resort issues, she suggested that we should always write to her first to log problems within the resort, as she will review with PW (Maria Jose - Resort President).

Apparently their will be a survey sent out to the block presidents, to log items of concern with each block - I believe we have few block presidents at the moment, and my own request us under review as I could not be at the AGM in person (some legal relevance - I will go and see them when next over if not resolved before)

I just feel that confidence will be improved if we can work communications (always a problem with PW)
