The biggest thing that will promote the site is the community centre, with a few facilities, and then hopefully others looking to buy may find it of interest; also some street lighting may be useful.
Possible if the community centre was`nt so big they might of had the money to finish it.
Regarding bikes I do not agree, obviously the money would have to come from the community fees, which I believe are already short, who would manage them, and what happens in peak time when you wish to use a bike and there is not enough.
If you are trying to offer this service is it not worth buying your own and keeping them in your store for visitors renting your own property.
As previously mentioned by a few people, the site is finished very nicely and the area is an absolute chill, I visited Horacios nearly every night but a bit of tapas on site would certainly help.
I am still not happy sending visitors there who I do not know.
