To Pay or not to pay

Can anyone answer this

If a lady who is resident in spain, and is over 60 and in reciept of uk state pension, decides to go autumno for a small business. Is she required to pay the €250 monthly social security.

I believe she is. Normally if she had been paying into the Spanish system of x number of years (I think its 10 or 15 but don't quote me on that) she would only have to pay 180euros, a reduction due to age, although I believe the age is 65 not 60 for this. But if she hasn't, then Social Security make you pay the full amount.
