Does anyone know what the area of Zurgena is like - ie crime rates, local transport, restaurants, is it safe to walk round on an evening.

This is probably a little late and you may have already visited by now. Zurgena is a tiny very Spanish village/town with the usual bars restaurants etc. Very sleepy and safe at all times of day/night.
Transport is there occasionally and the only crimes are committed by estate agents. Seriously it´s fine, well populated by mostly retired Brits and your nearest shopping towns would be Cantoria (very pretty market town) or Albox (very scruffy market town).
Most new build in the area is illegal if not all of it. If it´s new build you need check out Arboleas the next village, that is where the only fully legal new build is available with licenses.
