How many complaints about an EOS member before he/she is blocked, etc.?

I know you will always get the odd numpty, the sad individual who will spend his time trolling forums to basically just wind people up, but how many times do members have to complain about somebody before those offending members are warned and blocked or whatever other action can be taken against them?  It's just so b****y annoying to get obviously frustrated, lonely people on here who just want to agitate others because of their own misplaced investment.  Especially on threads they have no interest in whatsoever (whatever they may profess!!).

I know, I know, it's the big wide www - but some people really don't contribute anything and are just here to get off on pis***g others off and there comes a point when you have to take action!

This is a forum, and as such is open to freedom of speech, HOWEVER there are certain limits such as foul language and verbal abuse that is against forum rules, and if this user has transgressed these, then they will have a short holiday, or possibly a permanent one!
