Boletins

We are buying an apartment in Hacienda Casares, near Puerto De La Duquesa. After a long delay the First Occupation Licence has been granted but there now appears to be a problem with the Boletins which I am told are required for the connection of Water and Electricity. Can somebody tell me what are these Boletins, who issues them and why there should be a problem with them if the F.O.L. is in place. Any help would be gratefully appreciated.

The boletins are basically certificates to show that the relevant installations comply with current regulations etc. Assuming  that the developer employed competent and legally registered contractors, there shouldn't be a problem, and the developer should have them available for each individual property. If they used contractors who were not authorised to issue boletins, they would have to get authorised electricians and plumbers to check the installations and issue the necessary boletins - assuming (again  ) that the installations do comply with regulations and modifications are not required first.
